Comprehensive Housing Strategy

As a Community Housing Development Organization (CHDO),
Spokane Housing Ventures strives to meet local and regional
housing needs. SHV accomplishes this through direct real
estate development, from feasibility through initial rent-up
of existing properties, including purchase of land and
construction of new buildings, and partnering with
neighborhood groups, other housing or service providers, and
public and private funding providers.
In an effort to continue to grow and expand our portfolio of
safe, decent, affordable housing in this region, SHV is
expanding the scope of our development efforts to
include
mixed use projects, affordable and market rate rentals along
with single family residential properties that will be
offered for sale. SHV employs two full-time real estate
development staff who work directly with our community
partners including neighborhood and community groups,
private lenders, investors, and real estate professionals to
identify appropriate sites, financing options, funding
strategies, and the economic feasibility of projects.
In addition to SHV real estate development efforts, we work
closely with for-profit developers to incorporate affordable
housing in market rate housing developments to create
diverse, vibrant neighborhoods which become unique places to
live.

Development

Bel Franklin
(36 units)
Built in 1912, this building
consists of four stories and daylight basement. The
building has been converted into a condominium with seven
condo units and SHV has site control to purchase the top
three floors (2nd, 3rd, 4th) consisting of three condo
units. This property is located at the corner of
Spokane Falls Boulevard and Division Streets directly to the
south of the new Convention Center.
The 2nd, 3rd, and 4th floors are
configured into six studio and 30 one- bedroom units.
Tenants that were occupying six units were temporarily
relocated with the assistance of the seller, using URA
requirements.
SHV intends to completely upgrade
all plumbing, electrical and heating systems, by first
deconstructing the units and salvaging all reusable
fixtures. In addition, each unit will be retrofitted
with new windows, solid core doors, new plumbing fixtures in
each unit, new appliances, as well as new electrical
fixtures which will boast energy efficient design and
materials. All floor coverings will be upgraded to
'green' linoleum for kitchens and bath and we will install
wood laminate, bamboo, or other appropriate 'green' flooring
in living and bedroom areas. One portion of the roof
will be designated and outdoor space for our tenants to
enjoy, with safety fencing for security purposes. We will
also be using many 'green' components in our HVAC,
electrical, and lighting design.

Opportunities
Throughout the course of SHV development, we look for ways
to incorporate a blending of financing tools in order to
meet the needs of projects. This means that there are
