Construction was completed on the Village Apartments in June, 2000. This new construction complex consists of 37 units of 2, 3, and 4 bedroom apartments designed for large families and households with a disabled family member. There is one unit set aside for management, including a leasing office. The complex is located at 9717 E 6th Avenue in the Spokane Valley and targets persons and families at or below 35% of median income. Total project development costs were $3.6 Million.

Village Apartments was chosen as one of twelve complexes in the U.S. to be recognized with a picture layout in the ESIC annual calendar due in large part to the community effort involved in the development. This effort is portrayed with art tiles on the mail kiosk, which were designed and painted by East Valley Middle School special education students.
